The National Contract

We were first appointed as the preferred supplier of motor fleet insurance solutions to the National Health Service in England & Wales under the first PASA National Framework Agreement in 2002. We have now been re-appointed for a third tenure by PaSA following the procurement process completed in October 2008, under the new Broker Framework Agreement.

In the past, NHS Trusts or other entities within the NHS, have insured motor vehicles on a traditional basis, using the principle of "best value" to achieve the desired financial and service levels. However, motor insurance is not a precise science, although, after a great deal of research, we have found that there are many similarities in the profiles of fleets within the NHS Motor fleet premiums can be affected by, amongst other things, vehicle types, accident frequency, accident costs, geography and vehicle usage. ‘Market cycles’ may also influence an insurer's attitude to a class of business.

These factors can have the effect of creating transient business where you, the client, have little or no control over the on-going costs and volatility of your motor fleet insurance.

Our approach to the problems outlined in the background section was to create an environment of sustainable development. Following our research, and working closely with the NHS Purchasing and Supply Agency we developed a viable alternative to the traditional methods of arranging motor fleet insurance by introducing  alternative loss funding methods which guarantee no retrospective or hidden costs.

This is where the appeal of the concept is greatest. By managing the fund at a lower cost, using our accident management facilities and by the introduction of proven risk management techniques, we have achieved significant overall premium savings for our clients.
